Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C) and line your muffin pans with paper liners.
  2. In a large mixing bowl, combine the chocolate fudge cake mix, water or milk, vegetable oil, and eggs. Mix until fully combined.
  3. Fill each muffin liner about two-thirds full with the batter and bake for 14-19 minutes. Check doneness with a toothpick.
  4. Cool the cupcakes for 2-3 minutes, then transfer them to a wire rack to cool completely.
  5. Melt your milk chocolate chips and beat together with softened butter and cream cheese. Gradually blend in powdered sugar and cocoa.
