- In a skillet, heat vegetable oil over medium heat for about 1 minute. Add minced garlic and chopped shallot, sautéing until fragrant and translucent, about 2-3 minutes.
- Add ground beef to the skillet, breaking it apart as it cooks. Stir frequently for 5-7 minutes until fully browned.
- Stir in soy sauce, oyster sauce, brown sugar, and chili flakes. Simmer for 2-3 minutes until glossy and well-combined.
- Remove from heat and mix in lime juice and chopped Thai basil. Allow to cool slightly.
- Fill a shallow bowl with warm water and gather rice paper wrappers and beef filling.
- Dip a rice paper wrapper into warm water for 5-10 seconds until flexible. Lay on a damp surface.
- Place a spoonful of beef filling and optional vegetables near the bottom of the wrapper.
- Fold the bottom of the wrapper over the filling, tuck in the sides, and roll tightly.
- Place rolled Thai Basil Beef Rolls on a platter. Slice in half for visual appeal if desired.
- Serve fresh with your favorite dipping sauce.
