  2. In a large bowl, whisk together pumpkin puree, granulated sugar, brown sugar, vegetable oil, eggs, and vanilla extract until smooth. In another bowl, mix flour, baking powder, baking soda, pumpkin pie spice, and salt. Gradually add to wet ingredients alternating with milk until just combined.
  3. Grease a 9x5-inch loaf pan. Pour batter into the pan and smooth the top. Sprinkle the chilled streusel topping over the batter.
  4. Preheat oven to 325°F (163°C) and bake for about 1 hour and 15 minutes until a toothpick comes out with moist crumbs.
