In a large bowl, combine the ground beef, garlic powder, onion powder, Italian seasoning, salt, and pepper. Mix until just combined, being careful not to overwork the meat.
Divide the mixture into four equal portions and shape them into burger patties.
Cook the patties on the grill or skillet for about 4-5 minutes on each side, or until they reach an internal temperature of 160°F.
During the last minute of cooking, spoon marinara sauce over each patty and top with mozzarella and Parmesan cheese. Cover to melt the cheese.
Toast the hamburger buns on the grill or in a toaster.
Assemble the burgers by placing each cheesy patty on a bun, adding pepperoni slices, and garnishing with fresh basil if desired.
Serve immediately with extra marinara sauce on the side for dipping.
