Add diced onion and cook until translucent, about 3-4 minutes.
Stir in minced garlic and diced bell pepper, cooking for an additional 2-3 minutes until softened.
Add ground beef to the skillet, breaking it apart with a spatula. Cook until browned and fully cooked, about 5-7 minutes. Drain excess fat if necessary.
Stir in soy sauce, hoisin sauce, sriracha, ground ginger, and sesame oil. Cook for another 2-3 minutes, allowing the flavors to meld. Season with salt and pepper to taste.
To serve, spoon the beef mixture into individual lettuce leaves. Top with chopped green onions and shredded carrots.
